Palliative Physician Lead - Posted January 11, 2008

The Palliative Care physician Leader for Windsor Essex County is a joint position between the Hospice of Windsor and Essex County, the Windsor Regional Cancer Centre/ Windsor Regional Hospital and Cancer Care Ontario.

As Palliative Medicine Lead for The Hospice of Windsor and Essex County, you will be leading a group of Palliative Physicians, who work in a multidisciplinary team of Hospice Palliative Nurse Consultants, Social Workers and Volunteers. We have 1.5 FTE Physicians providing direct pain and symptom management consultation and follow up care in the patient’s home, ambulatory pain clinics and in the acute care hospital units. There is also a team of family physicians who have been trained in palliative medicine who provide a rotational on call service, with financial remuneration.

We have a 20 bed dedicated palliative care unit housed within Windsor regional Hospital. In April 2007, the Hospice of Windsor and Essex County will be opening an eight bed residential home and as lead, you will be working with our team to provide palliative medicine within this home.

The Hospice of Windsor and Essex County is the center of excellence for Palliative Education. Last year we provided numerous educational sessions for physicians, nurses and social workers. You will work closely with the Director of Education in providing these sessions and further developing this program.

As Palliative Medicine Lead for Windsor Essex County, you will assume the position of Chief of Palliative Medicine at Windsor Regional Hospital. Your role with Cancer Care Ontario will be to continue to develop relationships with regional and provincial partners, which will facilitate the quality and coordination of palliative care services across Erie St. Clair. You will be working closely with the Provincial Palliative Care Integration Project (PPCIP) Consultants to develop and promote the use of the Edmonton Symptom Assessment System across out LHIN.

The Chief of Executive Officers (CEO’s) of the three local hospitals, CCAC and Hospice has formed an executive committee that examines the health care system within Windsor and Essex County and ensures changes and improvements are made effectively and efficiently. This committee ensures continuity and coordination of services between all agencies.

The PCP stipend funding is intended to facilitate the palliative leadership required to improve the quality and coordination of palliative care serves within individual regions and across Ontario.

As Palliative Lead, you will be responsible for leading and championing the regional palliative care program including its clinical, education and research efforts, in line the provincial vision and strategy
with the goal of improving the quality and coordination of palliative care services within the region
and provincially.

Areas of Responsibilities

1. Provide Palliative Care and End of Life leadership and expert knowledge to the Regional Vice President CCO and the Executive Director of The Hospice of Windsor and Essex County Inc.

2. Assist in the development of continuing professional development programs in palliative care for physicians and nurses (Palliative Clinical Rounds, Palliative Medicine Rounds)

3. Advise on a staffing plan and physician allocation to practice sites

4. Provide direct pain and symptom management consultations and follow up care in the patient’s home, ambulatory pain clinic and in acute care hospitals.

5. Assist in arranging and providing coverage for weekend and holiday on call services

6. Develop and maintain appropriate relations with other physicians within the region to ensure the program functions effectively and maximizes and facilitates consultation, referral, follow up and continuity of care

7. Assist in the development of the medical model for the Hospice Residential Home and provide support and care within the Hospice Residential Home as part of a team of physicians.

8. Participating as a member of the executive of the Regional Cancer Program and the Hospice of Windsor and Essex County

9. Actively participating in CCO’s provincial Palliative Care Committee meetings.

10. Actively participate in Hospice’s Palliative program Team Meetings.

11. Work with CCO Provincial Program Head, Palliative Care and the Provincial Palliative Care Committee to develop;
• Evidence and consensus-based indicators for palliative care
• Quality standards and guidelines
• Communities of practice

 

Professional Competencies

• The following is a list of professional competencies that are ideally acquired by all palliative care physicians.

• Eligibility for licensure by the College of Physicians and Surgeons of Ontario.

• Eligibility for appointment at the rank of Assistant Professor in the University's Faculty of Medicine (although rank of Associate or Full Professor is preferred).

• Demonstrated clinical abilities and experience in the palliative care aspects of clinical oncology.

• Demonstrated administrative abilities and communication skills, including the ability to interact approximately with other disciplines and other health care professionals in the development of multidisciplinary treatment policies and program.

• Sufficient experience and competence in a complex, ever changing, quality driven environment.

• Experience and demonstrated achievement in research and/or clinical investigation and/or professional education..

• Leadership experience required for an expanding oncology program with an ability to motivate staff to strive for excellence in clinical care and research (where applicable).
